Allow Automatic UDC Creation for the PI Connector for Cygnet

UDCs that are newly added are not automatically added unless the connector configuration is refreshed manually. We would like to have an option where these are automatically created without manual intervention.

Discard unreliable (bad quality) Cygnet data

Option to discard Cygnet data with status unreliable so that only good data is sent to PI.
