Add a new diagnostic: the IO rate in bytes or megabytes

The current IO rate diagnostic is helpful, but it only shows events per second. For sites who need to manage their bandwidth and make decisions about how much to buy and support from remote sites, it's very important to be able to monitor exactly how much data in bytes is being sent to a PI Server or to CONNECT data services. The existing diagnostics (https://docs.aveva.com/bundle/edge-data-store/page/1229345.html) count events per second, but it would be immensely useful to be able to actually have that also show the amount of data being sent.
