Allow different permission models and "view effective permissions for user" features within tenant

For sharing data to external clients who are not PI/CONNECT users, we cannot use the community sharing and permissions model and instead have to add users to an org's tenant. By default, all users are granted the tenant member and tenant viewer roles, which grant read access to all streams. In this setup, CONNECT admins have to configure groups and explicitly deny access to streams not intended for the clients added to the org's tenant.


It would be easier to manage if there were an option to not allow read access by default and only opt in particular groups or users to reading data.
