Remove the dependence on .NET Framework

According to the documentation, the PI To CONNECT Agent requires both .NET Framework and .NET to be installed, which is odd since .NET is the successor to .NET Framework and so, in theory, you should need only .NET. Perhaps this shows that the PI To CONNECT Agent is already in the middle of being migrated to .NET, or perhaps the developers used some 3rd-party libraries that depend on .NET Framework. If feasible, please complete the migration to .NET only so that we do not need to install the abandoned .NET Framework and so that the PI To CONNECT Agent becomes closer to being cross-platform.
