Provide metrics and health information as a stream

As an administrator, I would like to be able to create smart dashboards and alerting on the health of my critical PI infrastructure, including the PI to CONNECT agent.

Providing the Agent and transfer metrics of the PI to CONNECT agent as a stream will allow me to create dashboards and visualisation on the health and performance of my agents, create alerts and notifications when the system is down/underperforming, and increase my overall situational awareness of my infrastructure.

Whilst the health overview page does show some health information, providing this information as a stream (much like the subsystems of the PI System provide metrics as PerfMon counters, Interfaces have UNIINT health points/Io tags etc.) will enable me to manage this information easier. Furthermore, providing the information as a stream will allow MSP's and SI's to provide "Monitoring as a Service" by establishing communities with their customer CONNECT Tenants.
