Add Start/Stop controls for components in the configuration utility

As a system administrator / engineer, I want to start and stop an adapter component by its component ID from within the configuration utility so that I can quickly validate configuration changes and troubleshoot without switching tools. Currently, I would have to stop/start components from edgecmd, services.msc or REST methods.

    This enhancement is being evaluated for a future release. Please continue to upvote and/or provide any additional information relevant to how you work with Adapters and the configuration experience and workflow with the configuration utility. If and when this enhancement is prioritised, we will updade the status to "Planned" and "In Development". Once "In Development" we will provide an estimated delivery.
