Failover support for Adapter for Modbus TCP

This is a new idea for the failover functionality specific to the Adapter for Modbus TCP. Copied from the original idea (https://pisystem.feedback.aveva.com/ideas/PIADAPTERS-I-23):

As a customer, I need to ensure that the primary instance of the adapter fails over to a secondary instance to minimize data loss.

    Redundant is very important to guarantee to full High availability for the solution (DA, SQL, AF Vision). It is important for the patching strategy. (trigger to switch the primary) Actually we use OPC DA interface and we want to migrate to Adapter with the same features. We use Modbus TCP protocol, so we encourage also this feedback. The warm failover is more interesting in our case to not double the connection everytime.
