Adapter to failover when there is egress issue

When connection to the datasource are all good for all the adapter failover members, but the primary adapter having issue connecting to the PI web API (egress) for example, adapter does not failover.

Unlike PI Interface UNIINT failover, when there is connection issue to the PI Data Archive, failover will be triggered.

This is due when both adapters are reporting a 100 failover score and have good connectivity with the client failover service, it will not trigger a failover.

This uservoice request is so that Client Failover Service trigger failover when the Adapter run into issues connecting to the PI Web API egress

Update, failover score for the Adapters does not needs to be 100, as long as the failover score are the same for the Adapters pair
