Remove conflict between TAU framework and PIBufSS

We should be able to use buffering on one tag that is fed by the connector, in case there are moments when data has to be primed into it using AFSDK.

    This is due to PI Buffer Subsystem locking the PI Point it writes to. Since the application (AF SDK) is to prime the data, you simply need to shutdown that app along with the instance of PIBufSS. This is a known workaround per the following KB article. https://techsupport.osisoft.com/Troubleshooting/KB/KB00093
