Make the PI Data Collection Manager default to a more user friendly configuration

When the PI Data Collection Manager is installed, intuitive defaults are chosen, and intuitive redirects are not set up. The PI Data Collection Manager installation should: -By default, check for port 443 and 80 availability on the machine. If they are available, set the collection manager up on port 443, and set up a site on port 80 to do a HTTP -> HTTPS redirect. -Set up a redirect, redirecting the root / site to /UI. These two changes would greatly improve remote management, and management of the server itself. Rather than doing the intuitive thing and visiting the root site on the host for a newly installed Web UI and receiving an error, users will be redirected to a functioning site and upgraded to HTTPs.
