Update PI Interface for Citect Supported Operating System to Windows Server 2019

The latest supported operating system for PI Interface for Citect is Windows Server 2016, with a requirement to upgrade our machines to Windows Server 2019, this interface is the only thing holding us back, the ICU is supported although the interface is unsupported.

    PI Interface for Citect versions 3.1.4.4 and 3.2.1.0 are available with support for Windows 10 and 11 and Server 2012, 2019, and 2022.
