Implement similar functionality as the /ta flag from the OPC DA interface

Using the OPC UA connector there is no equivalent to the /ta flag in the OPC DA interface, which ensures when a value significantly changes in a short time period that it does not interpolate. The current work around of setting the Step attribute is not acceptable as it leads to all value changes exhibiting the same "step" behaviour. When trending this suggests that the we may have issues as the trace profile is not smooth but in fact stepping - this particularly relates to valve output changes, or full load current data when drives are started.
