PI System Connector - Support failover at the data source level

PI System Connector should be data source (collective aware) specific and always favor the data source in the better state. Furthermore, the PI System Connector should be able to determine whether data is stale on a given collective member, and automatically switch to using a different collective member if the data is up to date on that one.

The PI System Connector should be able to handle collectives greater than 2 members.

    This would be an highly valuable enhancement that would greatly increase my customer's adoption within their complex system. They will continue using multiple PI-PI Interface instances until this enhancement is developed.
