OPC UA server failover based on watchdog tag

Gen2 PI Connector for OPC UA support OPC UA server level failover.

How the Connector determine when to failover to the other OPC UA server:

  1. As per 6.6.2.4.2 ServiceLevel , this is used by the client to determine whether to connect/disconnect from the OPC UA server

  2. As per Failover and redundancy , the connector will fail back to a redundant OPC UA server provided the indicator (ServiceLevel) of a current server is within the interval <2-200> and the specified time expired.

This enhancement request is to have another option to failover based on a watchdog tag instead of using the OPC UA Server ServiceLevel.
Example, PI Interface for OPC DA has this similar feature as per Configure a single watchdog PI point
