Remove our ability to delete others' comments on blog posts other than our own

Currently, anybody (or at least I) can delete comments on any blog post. Please fix this so that users can delete only their own comments or others' comments on their own blog posts.

    It looks like you can Delete, but if you try, you should get an error message saying you don't have permission.

    You're right that I didn't try. I think that it would be better if the Delete option was not available for comments that the user cannot delete.
