Better way of managing many users with many sites

I have many users and many sites. It's impractical to select each site and manually add one user at a time. I'd like to see a general screen where I can drag and drop multiple users into multiple sites quickly.

    Larger customers with dozens of Sites and Users would benefit from the ability to create Groups, rather than assigning individual permissions. Individual assignments are very time consuming to maintain. My concern is that customers in this situation are only setting up a few Site relationships - just enough to get a case opened - and then log their cases under whatever system is available (whether or not this is the accurate choice).
