Allow formatting and code blocks

When writing an answer, it is frequently necessary to add a code block, highlight a section, or change the font color/size. The only options are bold, italic, underline, strikethrough. For a space that will often include programming-related questions, having formatted code blocks is a must.

    Questions and replies/comments have a Code Snippet button now. Blog posts do not have this button yet.
