Remove "Online Course: Programming in PI Web API" and "PI Integrator for Microsoft Azure" from the "Topics" page

The course "Programming in PI Web API" is retired and has been replaced with "Using PI Web API from Beginner to Advanced", so there is no need to have it clutter up the "Topics" page (https://pisquare.osisoft.com/s/topiccatalog). To be clear, I am not suggesting that the posts under this topic should be removed.

The PI Integrator for Microsoft Azure seems to have been replaced with the PI Integrator for Business Analytics based on the release announcements linked below. Also, the "PI Integrator for Microsoft Azure" topic on PI Square does not have any associated posts yet, so it is more than safe to remove this topic from the "Topics" page.

    "Online Course: Visualizing PI System Data with PI Vision" can be removed as well once the French and Portuguese versions of the course are retired. The English version is already retired in favour of "PI Vision: Basics" and "PI Vision: Beyond the Basics".
