Allow users to specify time zone per input

As an analysis user in a multi-national corporation with data from different time zones, I want to be able to designate a time zone per input when configuring analyses so that any relative time used in the analysis refers to the correct data.

    Currently when analyses are triggered, they are triggered either based on new events arriving for the inputs or periodically based on a clock. In all cases, the time reference is based on the time zone of where PI Analysis Service is running. We currently do not have any plans to support different time zone for each inputs as described here.
