Allow PI ProcessBook to set the displays to show the time stamps in UTC.

ProcessBook has only the options of setting the time stamps with respect to the PI data Archive machine or the Client machine. However DataLink can also do it on UTC time. I would like ProcessBook to have the ability to set the displays to show the time stamps in UTC.
