Add a UOM class for bit rate

More generally, the UOM class should capture information per time. This is useful for labelling data transfer speeds and signal quality.

    In general, we add UOM to the shipping product if we find that it would benefit the majority of our customers. The UOM library was never meant to be comprehensive covering all use cases. Users are free to add UOM based on their needs. At this time, we have no plans to add bit rate to the shipping UOM library.
