Prevent piarchss from logging messages about overflow record insertion

When backfilling historical data, piarchss logs messages like this one: Inserting overflow record 4035947. Point: 41455, archive start: 4-Jan-17 20:34:10, first event time: 25-Jan-17 09:49:00, record event count: 100, overflow count: 98 When a large amount of data is backfilled, the large number of such messages makes searching more difficult and may alter performance.

There is not a good way for the system to know whether the user expects/wants these messages or not. We want to avoid adding more options just to handle these operations. This adds more complexity to the system with additional documentation and learning curve for those having to manage the system. As such, we have no plans to implement this idea.

A good compromise might be to mark these as 'debug' messages instead of 'information'. I would say 99% of the time, the user would not be interested in these messages.
