Allow PIWorld and piusers to be deleted

Nobody should be using the "PIWorld" PI Identity or the "piusers" PI Group. The most that we can do at the moment is disable them. It would be much better if we can just delete them and never look back.

      For regulatory and security concerns, by NOT allowing this identity to be deleted or removed, it leaves the possibility for someone to be mapped/authenticated to it. Just like the Data Archive, we require the ability to DISABLE/DELETE it. - Adding on behalf of Duke Energy

      The "piadmins" PI Group should be made deletable as well. All of the built-in PI Groups should be deletable.
