OMF: Per-object CRUD operation override

Add the ability to override the message-level CRUD mode for each object (Type, Container, or Data) within the body.

    While this was something we investigated doing, we decided to keep the CRUD operations the way they are, so that the operation set in the action header is what is executed. I am curious to hear about any use cases that would make doing this difficult, and why it would be more beneficial to override the action in the body. I am setting this idea to declined as we have no plans to implement this at this time.
