OMF: Time Range / Events / Spans Support

Support the concept of time ranges / events EFs / spans as a pre-defined type in the OSIsoft Message Format (OMF) spec.

    For the spans implementation, let's consider implications on PI, OCS and EDS. E.g. how does the data source represent spans and/or how does the OMF application recognize these spans? Who / what uses the span data? How does the thing using the span data represent a span and associated data? Do we have scenarios with non-time based spans for OCS and EDS?

    would be a great tool for logging alarms and events as event frames

    In the context of the Academic Community Service, event frames would allow students to "tag" the start/stop of their experiment and then get back to their data in a easy way.

    this is required for pharma and discreet manufacturing data. it would be nice if this feature allows users to relate instances. for example, pharma customers want to relate event frames from one data source any number of other ones (a Product Manufacturing Order deployment to Batch Execution system Phase to A BacNet dataset for the room conditions when the execution took place)

    Drilling (WITSML) uses depth as a non time-based index. There may be a use case for spans in this context.

    A lot of PLC, DCS and MES now have ability to send transactional messages using MQTT. It would be great to be able to generate Event Frames from these messages. MQTT messages are a much more reliable method of sending transactional information than relying on tags and something like EFGen

    Ability for OMF to handle batch manufacturing context (like event frames) and send data to a PI Server.
