Have the PI OPC DA Server not rely on cache files (SavedNamespace.xml) for tag changes

It would be beneficial to some customers to not have to restart the PI OPC DA Server or delete the SavedNamespace.xml in order to keep track of tag changes.

    It would be nice if there was some type of configuration or tag that the OPC server could read to have it rescan PI for new tags. It could happen at an interval for example every 30 minutes. We have tags that should not be read by OPC therefore we grant access to the tags that can be available for certain applications via OPC server. We also have applications that read environmental information and report missed targets. Every time we have to restart OPC to allow it to see tags that have been added, could cause major issues and possible fines.
