Enable Multiple PItoADH agents for 1 PI Data Archive

Aside from our main AF Server setup used for numerous use cases like energy, OEE, etc, we have created a second environment of AF Server / AF Analysis / SQL Server to isolate the monitoring of a critical process. We are still making use of a single PI Data Archive for both environment.

We want to be able to send data to ADH from both AF Servers making use of this single PI Data Archive, but cannot since ADH will not let you register a second PItoADH agent making use of a PI Data Archive already in use by another PItoADH agent.

This prevents us from easily and natively send data to ADH from 2 standalone AF Server environments making use of the same PI Data Archive. We now have to use complicated workarounds to reproduce the AF Elems Templates and instantiated Elems from AF Server B into AF Server A and only connect AF Server A to ADH.
