Reduce support for static ("Ctrl + Shift + Enter") arrays and drop support for unsupported versions of Excel

This suggestion is a follow-up to the one linked below, so please read that first:

Use dynamic arrays for array functions on versions of Excel that support dynamic arrays


Currently, PI DataLink uses static arrays by default but gives the option to convert them to dynamic arrays in the right-click menu, and PI DataLink will preserve dynamic arrays when editing dynamic arrays. Now, all supported versions of Excel support dynamic arrays. Please make PI DataLink use only dynamic arrays going forward when adding or editing an array formula, even if the array formula was initially a static array. This should allow AVEVA to remove nearly all code related to static arrays except for the "Convert to Dynamic Array" feature, which can be removed once static arrays become uncommon. This simplification of PI DataLink's code should make PI DataLink easier for the developers to maintain, and it should make PI DataLink take up slightly less drive space. Since this change will break compatibility with unsupported versions of Excel, support for PI DataLink on those versions of Excel needs to be dropped as well.

In the odd case where somebody needs their array to remain as a static array after editing it using the right pane in PI DataLink, they can manually convert the dynamic array to a static array afterwards.
