Percent questionable in PI DataLink

Add an option for PI DataLink functions (such as Calculated and Sampled data) to show "Percent Questionable" similar to the option available now for calculating "Percent Good".

Here is some added information regarding this enhancement request: Currently PI datalink functions (aside from Compressed Data) are unable to discern whether data is of questionable quality. As such they can be misled into believing that data is good when using Sampled Data, Timed Data and Calculated Data functions. Users would like to know whether an upper bound or lower bound was exceeded; it would preferable to bring the raw value itself into PI but flag it as questionable rather than just seeing a Bad Input or Bad Quality. This makes it easier for the user to troubleshoot without having to go to the source system (ie. DCS) every time. This applies to all of our PI users including process engineering, reliability, operations and maintenance. The process data comes from PHD where there is a parameter called “confidence” which becomes 0 when data is questionable. This makes it easy to distinguish from other types of bad data such as Comm Failure, Bad Input, Intf Shutdown, etc.
