Create a programmatic access layer

Customers have been using DLResize in the VBA pidldialogs.xla project which is unsupported. It would be nice to create a programmatic access layer so that things such as DLResize can be done in a supported way. It would also be helpful to have programmatic access to automatic update settings and automatic update on/off button. Note: This was previously Enhancement 19897OSI8

    Hello Everyone, Believing the implementation of support for dynamic arrays in PI DataLink 2021 will address the use case, I'm declining this request for closure.     To clarify: the implemented feature in PI DataLink 2017 is auto-resize, not a programmatic access layer.
