Use DisplayDigits attribute in formatting of cells

Use DisplayDigits attribute in formatting of cells. Note that hitting F9 will not reformat the cells if a change to the displaydigits is made. That includes if you change the tagname to a tag which has a different display digits attribute. Note: This was previously Enhancement 6319OSI8.

    There are no straightforward mappings between DisplayDigits and Excel formatting, so there will be unexpected behaviors and inconsistencies in the results. On the other hand, number formatting in Excel is relatively straightforward and flexible. Therefore, we decided not to implement this request, but instead, we recommend that users leverage the native formatting functionality in Excel.
