Add support for empty string for attribute value filter value

Event/element attributes allow empty string values for String attributes. However, PI DataLink does not allow a blank value representing an empty string for attribute value filters. PI DataLink will report the error "Attribute filter value field is missing and is not optional". Note: This was previously Enhancement 27059OSI8
