Monthly scans

Allow for monthly scan intervals for scan classes. i.e. "scan monthly on the first hour of the first day of every month".

    we have a monthly average tag and we need to have a monthly scan class for that purpose

    Many of the current interfaces support event tags. Each configured tag will read data only when another tag updates. So, create an ACE tag that only updates once a month and let that tag schedule the monthly scan of those tags.

    I agree with Joe Staublin's comment, but I would replace PI ACE with PI Asset Analytics.
