Enhance the PI-ICU to include a rolling buffer regardless of connection to the PI Data Archive

During a Disaster Recovery test our team discovered that there will be up to 24 hours of data loss since our VM's are cloned once a day and the PI-ICU interfaces don't start caching data until the data archive has been disconnected.


Essentially - We would like to see the interfaces store a rolling <x> hours' worth of data that could be imported automatically or in the form an archive merge. This functionality would ensure that we would never have any data-loss even in the situation that we lost all of the PI environment (excluding the interface machines which are located in different locations). This would only need to be done in extremely rare cases where both archives went down, and the storage could not be retrieved.
