Allow automatic interface restart based on Device Status

In some cases, such as when using a tunneller, the PI interface for OPC DA requires a restart to resume collecting data. A feature that allows an automatic restart of the service based on the value of the Device status Health tag would avoid human intervention.

    Thanks for raising up this feedback Alberto. This will definitely assist in fixing issues in relation to tunnelling. Especially with the DCOM updates recently.
