Revive PI EMDVBCS support to <Description> tag

Customer has been using the description tag for the Operation (OP) for the instances that get sent to OSI PI using EMR.WF.PI.Task.
This atribute gets populated while they are using PI EMDVBCS v4.1.9.3669. However when they upgraded to v4.3.1.24 - this functionality appears to be no longer supported.

This is confirmed by OSI PI support (case # 01094825) that both versions 4.19.3669 and 4.3.1.24 do not support the <Description> tag, just the <StepDescription> except in the phase level.

OSI PI noted this can be filed as enhancement request for their review. Customer noted that this should be discussed and worked on by both Emerson and OSI PI.
