EFGEN - Remove dependency for existing tags for interface to start up.

We recently ran into an issue where a few PI tags were retired, but the corresponding EFGEN interface configuration that used the tags were not retired. On the next reboot, the EFGEN interface would not start back up, since the tags could not be found. If the different Event Trees could start and run independently, that would have prevented having to exclude the retired equipment and recover months of data
