Allow some IF checking for TagPath to see if it exists or has a value before putting it on an Event Frame Attribute.

It would be useful to be able to add tags to Event Frame Attributes that only exist or have a value.

This came up with a request to merge Batch and A&E so that Alarm Tags made by the A&E interface can be added to Event Frames made by the Batch Interface. They wanted to see the Alarm Tags in the Event Frame Properties IF they occurred during that S88 level.


Sort of like if the VALUE!="UNDEFINED" could be used with the TagPath.
