Change the history recovery logic for EFGEN

Presently, EFGEN can move forward the history recovery start time (RST) following this principle: "if an existing Event Frame is found <after RST>, the interface begins recovery from the start of the latest in time (most recent) existing Event Frame."

Giving the choice of ignoring this logic and have the interface recover from the original RST would help in cases of time periods with multiple gaps
