Upgrade PI Interfaces for BACnet

In testing of the PI Interface BACNet, the BVRATE value does not reflect the I/O Timeout value, even in the latest version.

We are not sure if this behavior was originally intended or not.

Please investigate the cause of this behavior and implement a function to ensure that the BVRATE value is reflected in the I/O Timeout value.
