PI EMDVB - Set Procedure start time to match first Unit Procedure start time

Currently, when an operator adds a new batch to the DeltaV Batch List, that "creation" action starts a new EF Procedure. But the batch might sit in that list for a long time before the Unit actually starts processing it. This leads to a huge empty space between the beginning of the Procedure and the beginning of the first Unit Procedure. I would like to close this gap by just setting the Procedure start to equal the first UP start time.
