Support Warm Failover for the PI RDBMS interface

My Customer operates numerous RDBMS interfaces across their environment, some contain 1000's of output tags. With cold failover, the interface must register every output tag and establish all database connections which can take several minutes for each instance of the interface.
My customer uses this data for real time situational awareness. This delayed startup during failover means real-time market data can be delayed, and operators lose visibility during the failover window.
My customer is requesting adding support for Warm Failover to reduce the startup time during failover.

    Just registering the PI tags with the interface would be sufficient for quick/warm failover. The rest of the startup processes seem to be very fast.
