EMDVB Batch history query improvement to capture all rows for a batch

One of the queries of the EMDVB interface to the Batch History database are limited by the specific batch ID, but also the 'activatetime' and 'deactivatetime'. In our case this filters out 'Unit Alias Binding' rows, missing several updates for Unit-BATCHID tags.

The condition that every batch specific row is between artivatetime and deactivatetime doesn't seem to be true, some Binding messages precede activatetime by 1-2 ms

The idea would be to be able to specify a lookahead/lookbehind that is added to the query windows or omit the window completely. Without such feature Interface is untrustworthy for us from now on for tags
