Allow PI APS to rename PI Points

PI APS is now not able to rename a PI Point name. If the item name is changed on the Datasource side we wish that APS rename the Pi Point.

    another useful feature would be to use tag name to determine the PI point creation, instead of using instrument tag.

    Some PI APS connectors are capable of renaming the PI point, such as PItoPI_APS. The prerequisite for a PI APS connector to support renaming is that the data source must provide an invariant key for each data source point, which very few data sources do. Without a key that does not change when the source point name changes, and that key is part of the PI point configuration, there is no way for a PI APS connector (or interface) to make an association from an existing PI point back to a renamed source point.
