Allow target configuration changes to be pushed out to previously created views

This would be useful if you have many views and the configuration for a target changes (SQL login changes, hostname changes, etc).

    This functionality was added as a part of the last release, PI Integrator for Business Analytics 2018 R2. After changing target configuration parameters and clicking Save Changes, all views writing to the target should pick up the changes upon the next scheduled scan.
