Support SAML authentication

The PI Integrator for Esri ArcGIS does not support SAML authentication through Portal. Support for SAML authentication would allow PI Integrator users to configure their own Identity Provider.

    Note: Built-in portal accounts will continue to work to create layers through the PI Integrator if they remain enabled on a SAML-enabled portal. However, it will not be possible to create augmented feature layers at all.

    I have a large O&G customer who utilizes SAML security exclusively for a federated fleet of multiple ArcGIS servers behind the GeoEvent server. Utilizing IWA with a manually controlled portal authentication is a no-go and makes use of the integrator infeasible for their needs.
