Include the 'close=true' URL parameter when data is flushed

Using PI Integrator for Business Analytics to send data to ADLS gen.2 target, then Databricks as a downstream application, though this could apply to any downstream application that relies on Azure Blob Storage events to discover new files.

One of the ways Databricks can ingest data from ADLS gen.2 is by using 'File Notification Mode' on its AutoLoader feature. This is a performant way of getting notifications for millions of data uploads or edits. The alternative is to use the slower Directory listing mode.

For ADLS gen.2, this feature is triggered by the FlushWithClose event. The PI Integrator currently flushes data without the close option.
