Retry connection logic for "Unhandled Exception" errors

If a publication fails due to "Unhandled Exception" errors, the Integrator will not attempt to reconnect until the the next publication is scheduled. This can cause a disruption in the target data while waiting for the data to come in.

Adding a parameter to control how many attempts to perform before quitting would allow us to recover data faster in situation where the "Unhandled Exception" errors are brief.
