Enable RTREports to support SDK Buffering to allow fanning data to each collective member

With the move to AF and Event Frames, the limitations of PI Batch in respect to collectives is now gone. It would be very beneficial for customers to configure SDK Buffering with RTReports to allow for all GMP data to reside on every collective member. The lack of this support greatly diminishes the value of collectives and increases the likelihood of downtimes and data loss.
