Configure Automatic Report Generation Security

Automatic Report Generation (ARG) security is currently based on User Group privileges and Report Execute privileges, meaning that any user that has permissions to generate a report can also configure ARG for that report. The request is to implement a security feature so that Admin users can restrict user access to the ARG configuration page without also restricting that same user's access to generate, edit, and view the report.
